No DW did what they were told to do by the big money hungry bosses at Ardent Leisure! Ardent Leisure's bosses back then didn't care nor want to spend money. also no one had intent to kill people they just did not use their brains to realize that what they were doing for so many years by denying DW to spend money would end in such disaster.
