The Festival of Perth is on February-March. Crazy things like 'The Giants' take over the streets.

Here's a copy of Weekend Notes, with what's on in Perth during that time period, featuring a nice advertisement for Adventure World.

Things like King Carnival, a non-travelling fair of sorts, are only open on weekends by that stage.

Australia via Florida is a perfectly legitimate itinerary for you though right?

Well yes, but not when I'm connecting flights in Dubai :)

For avoidance of all doubt, I'm looking to attend any fair in Australia or New Zealand held during the month of February that has a roller coaster. I suspect that the answer to this is "there isn't going to be one" but would like to be certain of this. I've spoken to Mahon's Amusements in NZ and their coaster is out of use at present :(

Here are my pictures from the Perth Royal Show.  A lot of rides are now $12 to get on or 2 for $20.  The kiddie rides start from about $8.  I heard a rumour that they had moved the big ferris wheel over east sometime during the winter, yet it's now back in WA.  The Python Loop looks to have had a bit of a paint job.  It's riding okay.  There was plenty of smog in the air over Perth, although the Avenger ride certainly wasn't helping.
