The scoring system has a few hidden tricks and multipliers, allowing absurdly high scores.

Screens in the cars keep track of your score.
Pairs of 4 seater cars travel through the ride. The cars are equipped with cannons that are operated via pull cord. Guests pull the cord to shoot at targets on the screens along the course of the ride.

Guests wear 3D glasses on the ride.

So, the ride is themed like you are toy sized in a giant rendition of Andy's bedroom.
Imagine it like Andy has just gotten a carnival games playset, and you are taking part in his playtime.
Once inside the ride, it makes the jump to being the same Toy Story theming seen on other incarnations of this ride.
Located in the New York themed area, it has its own themed sub zone themed like the classic amusement parks built at the end of streetcar lines.
Toy Story Midway Mania was transplanted into Disneysea in 2012.
