I believe the app is now available outside of Japan, so everyone can use the app to redeem fast passes now (well, everyone that can get to Tokyo Disney ).
Their Credit List page (http://www.johncox.net/showcase/credit-list/) lists the Scooby Doo Ride credit as 2003, so this must be from when the ride was originally built and not recent work:

My interpretation of this statement would be that the ride does not meet modern fire safety requirements (e.g. the required number of emergency exits etc), not that the mountain is not fire safe. I'm sure that if the mountain was not fire safe, it would have come down as soon as Dreamworld became aware of this.
@JeffreyMoore Not sure if I've missed something, but I can't say I've seen anything from Dreamworld stating that the mountain was coming down because it's not fire safe. Are you able to point me to where this was stated?
@djrappa I've been asked if I did have a Fight Nights admission ticket, but never been asked to produce evidence... Is there potentially a report that is run before each to match up UTT tickets to admission tickets/redemptions purchased by the same person?
